Keeping chickens quiet in the morning.

I have 2 questions for this one. This question is for my friend by the way.

#1. How can I keep chickens quiet in the morning?

#2. My friend keeps these chickens for therapeutic purposes. Can the government ( or whoever ) take them away if they're for someone's therapy?
 
I think that the zoning ordinances would still apply, even if she is using them for therapeutic benefit. Does she have a prescription for use of chickens to provide therapeutic benefit? That would be a good place to start. If her address is not zoned for chickens, she may be fighting a loosing battle. However, if her address allows dogs, then, IMO, she would be justified in fighting to lift the poultry ban. IMO well managed poultry are far less disruptive to a neighborhood than a single noisy dog. And, I'm guessing we have all experienced living beside such a canine.
 
I'm a newbie at this, but I wonder if they run out of food overnight and are hungry? I keep my feeder well-stocked overnight so that I don't have to get up really early to feed them.

BTW we are very rural with lots of space, but our neighbours were concerned when they saw the coop go in and said they hoped we weren't getting roosters. We didn't. After we'd had them for a while, the neighbor commented that they weren't as noisy as she thought they would be! They only really make a racket when they lay an egg.

I guess if you keep them in the dark they will think it is night and they will not wakeup and make noise
