Hi All I Raise and Breed Chinese Painted quail & Japanese Quail
I Keep My Japanese At the Bottom of my Aviary Witch they share with my Budgies
and I Keep My Chinese In a 2 Story Rabbit Hutch With Ramp


For Bedding I use pine wood shavings and Hay
I Keep 1 Male : 4 Females For Breeding I find Rabbit hutches great for my Chinese as they are smaller and to them a rabbit hutch is huge I Supply Hiding places through out the hutch top and bottom along with a feeder at the bottom and the top

they Have Good access doors for Grabbing the quail eggs in common my quails Lay and egg everyday and when breeding season they lay a clutch of 8-12 eggs ..

Cedar might be OK if it is outside with plenty of air flow, but don't use the pine with it since pine can be quite aromatic. It can over-tax the birds' delicate lungs and air sacs. I get oak shavings from a local cabinet maker that advertises on craigslist cheap.

The pic doesn't show, is there more ventilation than just the front? Might need a couple more windows for ventilation. Also you could always paint the cedar, that will keep down the cedar oil fumes.
 
This Is Not the Quails Hutch This Is a Similar Mine Has No Door on the Bottom with a No slip ramp & Trapdoor at the Top If you want to stop access to The top For cleaning etc there Is No Wood On the Bottom Of Mine It Leads Straight to the Grass Lots Of Ventilation they are Keep outside and Spend Mostof there time on the ground floor in the grass :)
