This doesn’t feel like splay - the knee feels completely turned. It happened suddenly at about three weeks old after this Keet was goofing off running around.

What is it and How can it be fixed?

My guess would be a slipped tendon. There are threads in the Emergencies / Diseases / Injuries and Cures forum with how people have treated slipped tendons. You have to pop the tendon back in its proper groove and then secure it in place long enough for it to heal. The longer it is left as is the less likely that it will be able to heal. Using methods meant to deal with splayed legs will not work on a slipped tendon.

I think you are right. I have dealt with splay before, and that doesn't look like it.
