12 weeks is an awkward age for a cockerel, most of them haven't quite realised they are boys and if they do, are not sure what to do about it, or if they did, will get beaten up for their efforts

I'd say keep him separated a bit longer, give him to time to mature and figure himself out. He'll grow up and take over leadership in the flock.
