Several reasons why they may not be laying. The obvious one would be them being males. Are you sure they are females, do they quack or sound raspy? Are they showing any interest in the nesting boxes?
Depends on several factors of course, but I've had some start laying as lat as eight months. Sometimes it's a matter of patience.

Not all ducks start laying at 20 weeks of age, especially when they come of age in the winter. Some will delay laying eggs and can even wait till the days start getting longer before laying. I have several females that have come of age, but they are not laying yet either. I wouldn't worry too much.
