Khaki Campbells not Laying

Hi all,
I have two khaki campbells; I got one when she was four weeks old just under three years ago and I got another one when she was two years old in May 2016 to replace one that had died, so they are both the same age.

Neither of them are laying. The first duck that I mentioned was laying from she was a few months old until the death of the other one. After that she laid on and off until the end of the summer.
The second duck hasn't laid at all since we got her in May 2016.

I have noticed a bit of bullying, but we intervene when I see it. I've also separated them in the coop so they are apart by a separator but they can still see each other.

We've used verm-x and invermectin (a drop on their necks) so parasites shouldn't be the problem.

I feed them oyster grit, layered pellets and oats.

What should I do to get them laying again?

You should not be feeding lay feed to non-laying birds, ever. It has resulted in calcium overdosage, delayed development, and other harm in non-laying birds including roosters or drakes, young babies, and non-laying hens.
Switch to an 18-22% maintenance or all-flock feed asap, and make sure when you feed treats that they only make up 10% of all feed or less.
I would stop with the oats. Oats don't have much for nutrition. If you want to supplement feed with grains, use scratch (with corn), or corn and wheat, but make sure it only makes up 10% or less of their total feed given.
 
In order to get them laying again, once their diet has been adjusted, you could consider:
  • Are they molting? Molting birds usually stop laying.
  • Adding supplemental light to get daylight hours to around 14 hours a day.
