Their around 3 weeks now.

Are they old enough to be put outside in a bigger pen or should I keep them inside longer? Their pretty much fully feathered

I would do some research and find out how long they stay with mom..I have some in my pasture right now,,but mom is taking care of them,they are about the cutest things ever out there,look like miniature replicas of the mom..
 
If they are fully feathered I think they could go outside in a cage. If you are asking when they can be released... I have no idea. If would be good for them to be caged outside to get used to the outdoors. Also in something large enough for them to practice flying.

They are very cute.

and yeah im putting them in something big enough for them to practice flying, I might wait till their completly full grown to let em loose or a lil longer then that even, Cuz we have many cats here and I do not want to take the chance of one of them getting caught by one of our cats.
