Yep, 4th album has been in progress for months. Supposedly since the end of Monster Ball. She sang a new never before heard song in Melbourne, Australia called Princess Die. She said it may or may not be on her next album! Hope it is

 Shes not thinking about the album, shes been writing it for months! and some on on Gagas team said her new album "will eat the music industry alive"

Well they kind of have to say it'll be amazing. Her PR people would probably have a fit if one of the team called it bland and predictable.
