Sean, here are a couple pics. It appears to be sensitive to the touch? or maybe quail is just freaked out.

Are you sure it's not just the crop? I'm not sure exactly where the crop is on quail.
If it's not the crop and it feels too firm to be full of fluid, it's probably some form of tumor, and there's not much you can do about it. Except be prepared to euthanize if/when it gets too bad.

I have no idea, other than a tumor? Sorry, I've never seen anything like this before now. If you can it would be best to let a vet have a look at it.
