Late hatchers? How long do I wait?

Well, I suppose it's possible that temp could be the issue. It's a still air incubator and I had it on 99.5 for probably 5 days before I read that still airs should be kept higher. It was kept between 101-103 for the last 16 days (couldn't get it to stay still but it was at 102 for the majority of the time).
