It's a cockerel and blue rather than lavender. Might be a Blue Orpington but there are other possibilities for breeds too

I would say a hen. The comb is much more pronounced on a rooster even at 11 weeks. Don't take my word for it, though! I just started raising chickens and don't know a whole lot.
