Laws for selling fertilized eggs

I live in Pa and have fallen in love with Cream Legbars. I was thinking about getting a dozen hens and a rooster from a reputable hatchery and selling the fertilized eggs to make a little extra cash to support my hobby. Do I need to get NPIP certified, and how do I do this, if I am doing this on a small scale and are their any laws I need to follow? I have been researching but can't find much that applies to small backyard flocks.

Contact your Pennsylvania State Veterinarian and your state vet can inform you of everything you need to know.
 
Look and see if there is a farm swap facebook group for your area. I doubt you need to be certified in order to sell, it kind of goes into buyer beware territory.
Sadly, there is a small store-front hatchery not too far from where I live that is not NPIP certified and I know of quite a couple of instances where they sold chicks that were sick. But as long as they follow the 6 chick order minimum, I seriously doubt that they will get into trouble.
