Laws In Tigard, OR

So, here's the deal:

I was poking around on the forum and one guy/gal said that in Portland (OR) you can get a permit for $31 to have more than 3 chickens. I was just wondering if the laws are different in Tigard and how much a permit is if not.

Also, is there a permit that allows roosters?
