We installed a lay light in the sleep coop currently housing four 14-week-olds. When should this light be on?
 
I nor anyone else can tell you because different Latitudes on Earth have varying day lengths. It is best to list your general location at sign in.

However as a general rule the supplemental (Ultraviolet) light should all be provided in the early AM because that will encourage your hens to put themselves to bed without input from you.

You'll need a timer for sure.
There are many variables to consider as to how long and when you apply the lighting.
