what chickens are about 15 weeks old now I just finished a bag of " finishing feed" can I start them on layer feed now?

This depends on the breed or strain of chicken, frankly. Our heritage Barred Rocks don't lay until they are 36 weeks, so the answer for them would be no.

We used to keep ISA Browns and they begin laying at 17-18 weeks so they'd be fine to shift to Layer.

Generally, there is no rush. Simply supply a calcium source on the side and you can feed them Starter/Grower/Raiser etc and they'll peck at the calcium source if they feel an inner urge to do so.
