I ordered Partridge Cochins from a local place in Georgia. The chicks came from somewhere out west and they look more like buzzards than what I ordered. They are 21 weeks old and still no eggs. I’m beginning to think these slackers would be more useful in a frying pan.

imo they'd have another week then all of them would be in the freezer lol

21 weeks doesn’t seem like it is too long. They may be slower maturing. Have any of their combs started getting a little more color?

If you wanted layers, you really picked the wrong breed for that. Cochins generally are very slow to mature, especially the large fowl. I honestly wouldn't expect eggs from them for at least another couple months.
