My black sex link started layin eggs in late January and when my EE started layin eggs in early February my black sex link stopped layin. Could this be because of the weather. I live in California

I live in Riverside California and all my chickens are laying! We have plenty of light which stimulates their egg laying. Maybe she is molting or something! Although I heard that black sex links are almost every day?

Whether you live in California or not, there's not enough light this time of year to keep a hen laying. You need 14+ hours of light, and in LA today you have 10 hours 37 minutes from sunrise to sunset (so actual light hours are less than this).

It's common for hens, even BSL, to take a break in the winter due to lack of light.
