Hang it if at all possible. Even if that means having to give chicks steps to stand on.

That is a really lot. I'd probably replace it. If I tried to fix it, I'd start with taking it apart, cleaning each piece so a crack would be easier to find and to make sure nothing is caught in the threads, if it has some. Turn the top upside down, fill with water, see if the top holds water. Fill the bottom with water, see if it hold the water. Check if the hole is in the right place. Check if the hole has worn bigger.It is on the lower side but still dumped almost three gallons in a couple hours
