Once the membrane has become sort of a leathery texture is it ok to help the chick break free?

First, check your humidity if using an incubator. Your humidity is too low or you opened the cover too often or too close to hatch.

It can be problematic to help, but if the baby is getting shrink wrapped, then some assistance will be needed. Be careful. Pull gently. Watch out for the blood vessels still attached to the inside of the shell.
