Yes, as long as they are loose enough when you put them on and you check them regularly to make sure they don't get tight. Their legs can grow and get thicker. If the band gets tight it can cut off circulation and literally cut the foot off.

There are several different types of leg bands. As long as you check them regularly and replace them if they get tight they are safe.
