Leg condition

I've treated this bird's legs several times, thinking she had scaly leg mites or maybe bumblefoot. She improves, but within a few months her legs are swollen and scaly again. She is otherwise healthy. Is this mites or some other kind of condition?

Btw, she lives in a dirt-ground aviary and happened to have hopped on top of the medical cage when I took these pictures. And she lives with 10 other quail who don't have the same symptoms.

It looks like scaly mites to me, have you continued the treatment for that? If it's not scaly mites than I don't know what it could be!
