Leg scales and old claw lifting all at once with new underneath-- normal?

One of my hens, a four-year-old Buff Orphington, has lifting scales on both FEET and does as well as the claws (not legs).
At first she looks like she has extra toes, but it just seems to be a shedding thing.
I've looked at lots of photos of scaly leg mite and can't see any that look at all like this. Her skin between toes and on feet seems very healthy and the LEG scales are smooth and shiny. When her foot is flat these all lay back down perfectly and look normal.
Note the right foot's extra "claw" is especially visible. It's just lifting off but you can see the completely normal claw and toe underneath.

I did read on here that it's a little known fact that chickens DO shed their scales yearly, but I don't know what that looks like, so want to see if this is normal. None of my other birds have anything looking like this. I do have one rescue who's in quarantine, who does have what looks like pictures I've seen of scaly leg mite, and it looks nothing like this.
Ideas?

 
try treating it like leg mites. just soak in warm water and soapy water, rinse the legs off, and then slather in vasaline. my hen had leg mites that didn't look like the pictures they were much worse.
