Leghorn Roo or not? Help!

I got this little guy for free as a buddy for another chick... I have been thinking he is a he, but just looked at pics of white leghorns, and it looks like the hens have big combs too... Now I'm a little confused as to "his" gender

, and I have a girl that wants him if he is a boy! Any thoughts? Thanks!!!

Leghorn hens his age barely have a comb.
