2yr old Partridge Silkie Rooster (about 2lbs). I have did a treatment of Ivermectin 5% cattle pour on (.1ml) on back of neck and repeated 7days later, than again 10 days later as it wasn't fully healed, back in March. I thought it was getting better.
After a full coop clean out from winter, the whole coop was treated with Perinthium dusting between new bedding and on roosting posts last week.. I noticed it wasnt better.

I started another round of Ivermectin tonight. But wondering if that is what I'm battling, as no one else is having this issue. He walks fine and nothing is red or irritated... But man those feet are very horid

Ivermectin isnt going to make the grade for you since it's absorbed into the bloodstream. Leg mites feed on tissue and will literally eat their way through a leg or foot.
Buy a tube of Nu-Stock at a feed store, it's in the Equine section and apply it to the legs and feet. Shake the tube well and wear disposable gloves when applying it. Apply a thin coat to all roosts as well.

Thank you, I felt like I was missing something. I needed some new eyes and thought. Vasaline and foot soaks were my 1st go to, and it didnt budge. Than some where on here I read "Ivermectin". But thats not doing it either..

The scales on a chickens leg that have been pushed up by an infestation of mites do not return to their normal position. These scales need to be shed; it's a natural process, and new ones regrown before the leg will look normal again.
So, the first thing is the Ivermectin may have worked and the mites may be dead but the leg hasn't shed the old scales.
While Ivermectin is popular which some because it's easy to apply, for many mites it has lost it's effectiveness through over use.
You could as dawg53 above suggests use Nu-Stock but a quicker method is to buy some rubbing alcohol and stand the chicken in a bowl of the rubbing alcohol for 20 to 30 seconds.
You would need to repeat this after 7 days to kill any mites that hatch from eggs already laid.
Given at least some of your chickens have feathered feet anything such as Vaseline or other slaves/ointments which work well may prove to be difficult to apply to get thorough coverage so the alcohol dip would be more effective I would suggest.

Alcohol may work, but it would burn since raw tissue is present due to the mites. Currently, rubbing alcohol cant be found in stores. It sells out after it's stocked due to the virus.
At one point, I actually thought about going to the liquor store and buying Everclear 190 proof Vodka. However I figured it would cost an arm and a leg and didnt go buy it.
Some folks dip the legs in gasoline. Gas is cheap. I'll stick with Nu-Stock, it kills them quick and it's natural.

Unfortunately gasoline is also a major irritant and reputed to be carcinogenic.
The alcohol may sting for a short period when the legs are exposed to the air after immersion but part of the point of using it is it should leave minimal residue after evaporation.
Vaseline mixed with betadine is my preferred method but it's messy.
