Welcome to BYC. The lice may be the problem or they may indicate some other health issue. Bottom line is that he and the rest of the flock need to be treated immediately.

Thank you all so much!!! I'm pretty sure that it is lice because I don't have any idea what else it might be. We cleaned out the whole coop and sprayed him with the permethrin, and he is definitely heading uphill. He was so lethargic the day that I found him that he barely got up to go to the bathroom but today he is walking and crowing. Thank you guys this helped me so much!

Thank you! I just went outside to let them out of the coop and he walked out, crowing just like usual.
