It sounds to me like she could have worms and might be broody at the same time maybe. Do you have a rooster and if the other hens come around her does she fluff up her feathers real big and make strange noises, this means she's going or is broody. She could have also gotten into a dispute with the other hens or maybe even did something none of them appreciated and it could be a while before they accept her again. Did she lose her line in pecking order?
It also appears as if she could have either mites or lice which is causing the dryness on her comb, blood suckers, if in fact this is what it is and she most likely has lice. If you find clumps of white hard eggs at the base of her upper or lower vent feathers you'll know for sure that it's lice. I just went through this with mine about a month ago.
You can treat THEM with 5% sevin dust and I'll rest assure you it's tough unless they love being handled. Good luck to you and let me know what you find.
