Lethargic chicken with large clumps of dirt, stuck to feathers

I have lethargic hen who is eating and drinking. Actually drinking all the time almost as if she can’t get enough water. Upon inspection her I could feel hard lumps of dirt all over her. Even on her chin. Some I could use my fingers and break it up and off. But some places are so bad I have her a bath and removed the dirt clumps. What is the dirt clumps? Are they mice or lice eggs
