Lethargic Hen getting picked on by the other girls

I have four Motttled Java hens and a roo, and I not sure what is going on. About a month ago one of my girls got lethargic and panted even when in front of a fan (I am in Florida). I keep a fan on during the day when its hot. I chose the Java's since they were a heritage breed and more heat tolerant than some of the other breeds. Fertility was not real good and out of 20+ eggs I got one hatched but needed assistance then ended up dying (eggs were placed into a cabinet incubator).
I found the hen had passed on and her face, wattles, comb and entire head was blue. I contributed that to possible genetic issues with the breed and maybe a heart issue (she was a little over a year old).
Now I have another hen acting just like the first one, panting and lethargic. The only difference is that the other three hens are attacking her and I have separated her to another pen with a younger Java that is not aggressive.
Has anyone else had anything like this? They have been wormed, no mites or lice. Feed has not been changed and they are allowed free range for a few hours everyday.
Is this a breed thing since they are heritage? Any suggestions are appreciated as I would really like to try and figure out what is going on with my girls. The roo doesn't seem to be effected and my other girls seem to be acting okay.

Hard to tell exactly, but you need to put her on penicillin and isolate her from the flock immediately. It could be avian bird flu or black head disease. You can get penicillin at tractor supply.

It is a vet article so I skimmed for information. Don't let it scare you too much. I will keep digging and let you know if I find anything else. According to the article, they put the meds on the food. Is she eating at all?

Make sure you bleach out all of the water bowls and feeders so that you can hopefully contain it. What is your coop set up like?

My coop is a 10x10 kennel modified with hardware cloth at the bottom for preditors and it sets on a cement slab. I don't have any place else to keep her at this time that is preditor proof and I live in the countrry where coons prevail.
The one that passed had a normal color to her head until she die and then it turned blue. That is why we were thinking it was some sort of heart congestion. I can separae her but she is still in close quarters with the remaining group.
I will get some antibiotics and put them all on it to be safe since everyone has been sharing everything for a while. I will be sure to bleach out the water bowls and the feeder to be safe. I don't have a rodent problem either that I am aware of as I have outside cats that like to take care of them.

If you have a dog/cat porter, you can put her in that for a while. That is what we use for our broody hens. I hope it goes well. If I run across any more information I will send it your way. Unfortunately, humid climates are breeding grounds for illnesses. I live in southern Texas and we have similar issues with heat and humidity.
It very well could be a breed issue. If it looks like that is what is going on, go for the leghorns next time. They do fairly well in heat and are very hardy. Not to people friendly though and they lay white eggs. But they are good ones in the long haul.
