I've actually often wondered this myself. Simply because I don't care if i have to pop the seat down. Got a unisex bathroom at work. It's up a lot. Doesn't bother me, but then again I was raised in a barn.

When you're home and you have to get up in the middle of the night it's VERY IMPORTANT that the seat is already down. Bad things happen to tired ladies that go for a midnight tinkle and dudes don't put the seat down. It's cold and wet. Ask me how I know?
