Since the dog knows you, can you bring it in your house and see how long it takes for them to miss it? If they don't miss it call animal control and have them pick it up.
Lets try again.....maybe the dog WONT kill them this time......

It's up to us to protect the birds since they cant do it themselves. And subdivision or not, I'd make sure they weren't slaughtered again. Paintball stings like the dickens and sends a msg to the owner as well.

this may seem a little harsh. but after a call to animal control here the other day after trying to put a leash on a neighbors dog. shoot the animal! i was told by animal control that i would have to deal with the "discharge in city limits" issue but i responded with why? no answer, and there was a officer here in 5 minutes. follow the 3 S's.
how about electrifying your enclosure with an electric fence?
Pepper spray is my preferred non lethal dog repellant. i live in a subdivision as well surrounded by houses, but i have 6 foot privacy fence with hardware cloth in it and 3 dogs that can be at the coop to protect it in 3 seconds flat. and a security cam that can see at night and.. and.. and...

I'd put a couple of hotwires up and let the stupid dog stick the nose on that.
Just call animal control because in a subdivison I am sure there will be lease laws.
What makes you think that chickens are considered game fowl? That usually does not include chickens or poultry but covers things like quail, pheasant, turkey, grouse etc etc.

I'm not sure what they do now for animal control....Even when we had local animal control they would not come to my house because we are outside of city limits. I have had the leash law problem in the past, our community does not enforce rules--which is why we had a 4-class city decision that was voted against because it would higher our taxes EXTREMELY. Before, when we had dogs wonder in our yard I would just take them up to pound, but now that its closed I'll have to take it up to the Humane society in another county. I think you're definitely on the right track, switching from chicken wire and staples, to hardware cloth and wood screws with washers.
The other thing I would suggest, is that you add something to prevent digging. Once the dog can't get in by tearing through or pulling off the wire, it may start digging. You can either bury wire a foot down into the ground, angled slightly outward or attach a flange of wire on top of the ground, a foot out. Eventually, grass can just grow through the wire that lays on top and you won't even notice it.
The good thing about the work you are doing is that it will also protect your chickens from any other dogs that may eventual come by, owned or stray. It will also protect them from wild predators. Hopefully, now that you are going to have such a nice, sturdy run, you won't have any more losses or have to do any more run fixing.
