Ain't neighbors grand? And BTW, welcome to the beautiful insanity and wealth of info/support that is BYC. ANY kind of fence you can rig up will at least be a temporary deterrent to the dog, and yes, loud noise when caught in the act can be a great behavior modifier. But, honestly, if the neighbors can't be civil and refuse to contain the dog, maybe she'd be better off in a different home. The humane society or no-kill shelter will do their best to find her a human family that actually takes responsibility for her. You might need to call the local law enforcement just to find out what (if any) action you need to take with the neighbor before you haul the dog off. Good luck!

Gee, maybe her week should get even worse by having the dog disappear. Or maybe it could get worse because she is liable for damages.

yeah, I've decided that if it happens this time after I reinforce the coop and put up fencing then she will have some hell to pay.
 
I have the same problem, but unlike you I live way out in the country. We used metal siding around our coop and situated it inbetween a storage mobile home and our rabbit barn. Here is my setup.

I just hope my girls stay safe. We had dogs kill our rabbits before and attack me when I was 8 months pregnant. I will hope your new chickens stay safe
