Lice? Or is this normal?

Just got this cute little silkie and it's in a bit of rough shape. About 3 months old, Some tail feather pulled out, seems pretty alert and spunky though. Wondering if this is a sign of lice or anything else? What should I use if that's the case or to be on the safe side. Have it in a quarantine before introducing it to my other three. Thank you

Looks like specks of dandruff and broken feather shafts. Do you see any moving tiny tan bugs on the skin?

No I don't see anything moving. She was in a coop with many other non silkie breeds as well. Probably 20-25 and only 3 silkies at 3 months old.
