You need to be NPIP to ship chicks using the post office, or to ship across state lines. Not that that stops anyone.

If where you are shipping is within your own state, you need to comply with your state laws. If you want to ship chicks across state lines, you have to comply with the laws of your state and the laws of the state that you are shipping to.

Most states require NPIP certification and a veterinarians certificate of health of the flock for imports. Major hatcheries have an agreement that they only need to provide their NPIP number on the shipping box but for individuals and small hatcheries, the certificate is required.

The regulations for each state do vary with some states requiring additional tests not covered by the NPIP and some states even requiring an import permit.

In order to legally sell birds in the state of Texas you must have your flock tested for PT.
