I'd go with pullet right now as the comb is very small and pale...I've had girls with thick legs.

A better shot of the comb would help.

I'm not seeing anything screaming rooster at this point, but this is young for a Brahma. A comb shot would probably clear it up, a triple row at this age would be male.

I've been trying to decide between finger nail clippers and a rotary file for dog nails.

dog toe nail clippers work well too. Just anything to start taking it down so she can eat easier. Take off 1 mm at a time if that's all you can do.
