I use hydrated lime to remove the hair from hides I want to tan. I wouldn't use it where it could get wet and chickens walk on it, it will eat the skin off their feet...it will help decomposition... if you have to use it I'd cover it with a deep layer of pine chips and straw, see articles about deep liter method...as far as the outside chicken run, sand is the best option, but it sounds like either you have a moisture problem or overcrowded? Who knew chickens could poop so much?
Oh, and wear a mask because if you breath the dust, the moisture in your lungs will activate it
