Limping chick - look what I found - Please help

I noticed one of the chicks is limping, I took a closer look and I found this hardened black stuff on it's leg. the other side of the leg looks normal, size and color wise - no swelling. I don't know what I'm looking at. Is it dried blood? I have not tried to pry off or clean yet before I get some advice.

It looks like it could be a scab. I wouldn’t peel it off. Clean the area well with a warm wash cloth and put some PLAIN neosporin on it to help the area heal. The poor guy probably got pecked by his brood mates or got into something.
