She may just have brittle feathers and/or she and/or her flock mates are eating those feathers. I have a couple birds like this....the red skin can come and go, don't think it's sunburn.

We had a hen who looked similar. She was being picked on by the head hen. We ended up getting her a saddle and feeding her some extra protein during her winter molt and it helped her feathers grow back and when we took it off of her the head chicken never yanked her feathers out again. I think maybe she pecked the saddle and learned there was nothing there?I ordered a couple of chicken saddles from Hensaver so I will see how that goes!![]()
