Little toe pecking bully chick. Help!

I was worried this chick (black Sumatra) wasn’t doing well before because she seemed somewhat lethargic and was breathing very heavy. She’s small. The second smallest of all the chicks. Her and 4 others are approx 1 week old. The other 7 are approx two weeks. She pecks and pulls all of them, but the littlest (Hamburg) really has no chance against her so the Sumatra ends up targeting the Hamburg. What do I do about this chick? She’s the little black & yellow chick in the bottom right corner.

 
Aw! Perhaps you could have separate brooders? keeping the smaller ones together? I’m afraid they will peck the little one to death.

The pecker is the second smallest and the most pecked is the smallest. I could separate those two, but should I do 6 and 6 chicks? i can’t separate these two by size/age cause they’d end up in the same brooder,
