I don’t have any quail myself, so take what I say with a grain of salt. That looks like damage that could come from the feet of a roo, they don’t nessecarily injure both head and back. It could also be molt, my chickens are still molting so…So this.
No evidence of lice or mites. No Roo damage on back of head, but could this be from Roo feet?
It's cold here in Canada. Molting would be odd RN
