No evidence of lice or mites. No Roo damage on back of head, but could this be from Roo feet?
It's cold here in Canada. Molting would be odd RN

I don’t have any quail myself, so take what I say with a grain of salt. That looks like damage that could come from the feet of a roo, they don’t nessecarily injure both head and back. It could also be molt, my chickens are still molting so…

How much space do they have?

This sort of feather loss usually comes from over crowding or from insufficient protein in their feed.
