I am doing a staggered hatch... Regular incubating humidity is 45%

If I raise it to 55% will it hurt the developing chicks and the hatching chicks?

If you don't have the hatches really close together then I'd go ahead and bump the lockdown humidity up to at least 60%. Then when those eggs have finished hatching allow it to fall back down to where you had it until the next batch is ready. A few days of higher humidity should not harm the still developing eggs particularly since you had it on the low side to begin with.
