DON'T stay at Howard Johnson's on the US side. We stayed there last October on a second honeymoon. The jacuzzi didn't work, the fire alarm went off at 930 PM, and we were advised to exit to our "balcony", which essentially was a concrete pad with a $5 plastic patio chair, and when we tried to open the sliding glass door, the bar stuck, and suddenly snapped off, hitting me in the eye and giving me a black eye. Then, after all that calmed down, we went to sleep and the alarm clock was set to go off for 1 AM. We got up in the morning and tried to make coffee with the coffee pot in the room and it didn't work.
At check out, when I complained, they told me I should have walked around and tried different plugs around the room until I found one that worked.
After I politely told them what a dump it was, they refunded $45.00 of our $165.00 room fee. Never. Again.
Honestly, if you can swing it, I'd go stay on the Canadian side. The US side is terrible run down, we were massively unimpressed by the area around the Falls. The attractions are cool on the US side, but the surrounding area leaves much to be desired.
We stayed on the Canadian side a few years back and were impressed by the cleanliness of the area and the attractions available. You have to have a passport to get on the Canadian side, but you can get a picture taken and get a passport for minimal cost.
