Lonely quail chick scared

About 5 weeks ago I hatched some quail chicks but they all died except for one. Now I just have this one lonely quail. When he was smaller he was calmer but now he jumps around in his brooder box like crazy whenever I come in. I think he's scared of me but he shouldn't be because I've been his only companion. When I take him outside he runs and flies away from me. Today is a nice day so I set him up a little cage outside thinking he would enjoy being in the sun and scratching around but instead he just stands in the corner and I'm assuming he's very scared. When I hold him he seems calm and even goes to sleep. Can anyone give me any tips of how to make him not so scared.. or if he's even scared. As I have hand raised him I expected him to be a bit more friendlier. I do have some older grown adult quails but I don't know if they would take to him. He just seems scared of every little thing.

Get a qual of the same age as a friend for him, most likely a bit depressed and scared.
