It is 100% a chicken. the messed up feathers is due to either picking as you guessed plus was likely raised in very crowded conditions.

No turken/naked neck in this bird. These have smooth skin on their naked areas, no 'goosebumps' plus they have a specific pattern of naked skin and this bird does not have it.

It is hard to tell from the pictures if it is possibly a cornish cross or a broiler chick of some sort- there are "slow growing" broilers that don;t get monstrously large so early. The reason for this guess is because typically white chickens are cornish cross, white leghorn and white rock(not so common though). Another possibility is a red sex link rooster, if it eventually grows red feathers on the wing areas.

cornish x/broilers often are pretty calm to the point of seeming tame and they can follow people around mainly because they are perpetually hungry and are hoping for more food.. this might be a hint since it showed up and started following someone.

The chick has a single comb. Ko shamo have a modified pea comb.

The head and beak does look a little strange on this chick, wonder how it will look once fully feathered out..

Could it be a cross KO shamo
Because it just reminds me of the look?

It would have to be very mixed if there was any oriental blood in it as pea comb is dominant.
