looken in to chickens

can any one tell me what breed lays more egg's ,what breed is best to have with kids? that can live in the cold weather.also do you need a permit in the town of groton ma? my children have ask me if we can get chickens so im looken in to it i think it wold be a good experience for them any help info wold be great i wold be new at this most i ever took care of is dogs cats, a horse and goose
