Looking for water cups that can be installed from outside only!

I know exactly situation you are in. Let me offer some solutions.
Not sure which water cups you have seen, but I found these, which may work for you.

I also know you want to use a 4 inch PVC. pipe. Make sure you get a Schedule40 pipe, because the wall is thick enough to do the following.
You would need a correct drill bit size, and correct TAP

Disregard the size markings on picture above. I only copied so you know what to ask for at hardware store. Bring water cup to store with you. They will give you correct size at that time.
So, now make the holes in your 4 inch PVC, and tap the threads in those holes.
Dry fit the cups in those new threaded holes. When the threads bottom out, and cup is not at correct level,,, simply unscrew them, and wrap threads with Teflon tape. The fit will be more snug. Tighten the cups just to point where they are tight fit, and at correct level.
