Lost feathers

While establishing a new pecking order one of my hens has lost significant feathers on her neck. Things have calmed down now but it's been about half a year and they haven't really grown back. Do I have to wait for a molt for them to return? I was under the impression that feathers lost to trauma would be replaced before a molt. Was I wrong?
 
If feathers are pulled out completely, they will regrow. If stubs are left, they will not regrow until the bird molts. Any possibility that another bird/birds are feather pecking/plucking her ?
 
I have two birds Nugget (barred rock) and Galaxy (austrolorp) They both lost a lot of feather mainly on their shoulders (and Gal on her back as well) It's been about a year and they are finally growing back. We are encouraging them all the way but it's taken a long time.

If the chickens are done pecking the feathers off the chicken then they will slowly grow back.
