I put my 18 quail eggs in lockdown. The temp had been SLOWLY increasing from 95° since 3am this morning. It is now 130pm. Humidity is good. Temp is now at 100.2. My question is, will that low temp be a problem?

you should be just fine, eggs don't stay a perfect 99.5 degrees in nature. at worst your hatch might be delayed a touch.
