Low Temp during incubation?

My eggs have been in the incubator for 23 days with no pips yet. I know the chicks were alive and well at 14 days. Wondering what could be wrong, I placed a second thermometer in the bator which read 97 degrees. If it's been at 97 this entire time, could me eggs still hatch late? Or are they pretty much goners?
 
When did you notice it was too cool? Have you upped the temp to correct heat? They still could hatch but, will be later - I would expect not much more than 2-3 days. Can you hear any chirping? Or see any movement. You can try peeping at them to see if they reply. I have never incubated but, I'm sure others will come along to answer you.
