Lowest temp eggs can grow at?

I have quail eggs and chicken eggs in my incubator and planned it so they would hatch on the same day. Today is hatch day and no signs of movement or peeping. This will be my first hatch ever so I'm new at this. The temp was regulating 100-102 until lockdown when I took out egg turner and increased humidity and now my mercury thermometer reads 100 but my digital one reads 97. I don't know if this will affect my hatch and if one of my thermometers is just off. Is 97 too cool if my digital thermometer is reading the right temp? Or will they die? Thank you! Help, I don't want to have none hatch!
 
It is my understanding that lower temperatures are better than two high temperatures. I just hatched my first hatch a few weeks ago with a new cheap incubator. the incubator said 37.5 C (99.5 F) but my digital thermometer said 36 C (97 F). I was worried too so did some research. I learned that if it's a bit lower the eggs will still develop but just take a little longer. This is exactly what happened for me. My chicks hatched out on the 22nd day. When was the last time you candled? where they looking alright then?

I candled at day 18 and things seemed to be fine! I couldn't tell with the quail eggs though.
 
I'd say just let them be and see how it goes. If nothing happens by day 25 or 26 that it was a fail. I tried incubating a magpie egg and it looked great candling but then it never hatched. I let it stay in the incubator for almost a week extra and then took it out. I could smell it before I cracked it open that it had died. The chick inside was almost finished but just died for some reason.
