Did you just discover this lump today? Or have you watched it get larger over time?
If the lump is rock hard, it's likely a tumor. If it's soft and spongy, it may be a local infection or insect bite.
Many years ago, I had a Brahma hen that began to grow a lump over her eye in what appears to be the same general area as your rooster's. Over a number of years, it grew larger and larger until it made her blind in that eye. Then it began to cause torticollis and her head would not remain in a normal position. When her head turned upside down she could no longer eat on her own and I had to euthanize her. She was just shy of fourteen years when I had to end it.
